5- Adopted Procedure for dealing the Matters of Chief Minister Discretionary Fund:-

1- Opening of letters and distribution among office Assistants.

2- Putting up the files to the concerned officers for orders.

3- Performing necessary action related to the orders or approval in the file.

4- Bringing up Budget provisions for C.M. Discretionary fund.

5- Preparation of the bill against payment order received from C.M. Office section-4 & 5 then sending bill to treasury for token number.

6- Uploading the token number with data of payment orders on SBI websites for Demand draft.

7- Receiving DD from SBI Jawahar Bhawan and send to medical institute for medical treatment of patient and provide economic relief to Distress person through District Magistrate. Providing           necessary information to the patent through speed post.

8- Maintaining the Cash Book of C.M. Discretionary fund.

9- Receiving the Certificate of utilization of grant from medical institute and D.M., feeding data into computer and deposit unutilized amount into treasury.

10- Disposal of matters related with right to information.

6- Procedure to be followed in cases related to Chief Minister's Victim Relief and Kargil Relief Fund:-

1- Prepare the bill of payment orders received from Chief Minister's Office Section-4 and 5 on manual and DDO portal and forward/send it online to DDO/Treasury.

2- Uploading of beneficiary data as per the order in respect of token number generated/received online on DDO portal.

3- To mark the UTR number received through Treasury/RBI on DDO portal and to provide grant to the concerned hospital, District Magistrate and the concerned affected person for the medical treatment of the patients and to ensure information through email.

7- Procedure to be followed in cases related to Chief Minister's Victim Relief and Kargil Relief Fund:-

1- Opening all received mail and distributing it to assistants.

2- Presenting the V.P. related to the section in the file before the competent officer.

3- To ensure action as per order after approval of the file by Hon'ble Chief Minister.

4- Depositing the amount received as donation and charity in the Chief Minister's Victim Relief Fund in the account of the Victim Fund and appealing to the public for donation and charity in case of any natural calamity.

5- To send the receipt/letter of gratitude for donation received in the Victim Relief Fund from Hon'ble Chief Minister to the concerned person by e-mail/post on behalf of Hon'ble Chief Minister.

6- In case of natural calamity and flood etc. in Uttar Pradesh or any state of India, to ensure payment etc. by handling the files for sending the amount as per the order of Hon'ble Chief Minister.

7- If reimbursement of approved financial assistance in natural calamity and other cases is required then processing of files for reimbursement of a certain amount from Chief Minister's Discretionary Fund.

8- To ensure increase in the fund by re-appropriating the amount received and available in the Chief Minister's Victim Relief Fund in new fixed deposits on completion of the fixed deposit period from time to time as per the order.

9- Maintenance of bank account, fixed deposit and cash book of Chief Minister's Victim Relief Fund and getting the year wise audit done by a chartered accountant.

10- To submit the file for the orders of Hon'ble Chief Minister for distribution of pension to the dependents of Kargil Martyr Family Chief Minister Relief Fund and to take action regarding payment.

11- Disposal and transfer of Right to Information cases.

8- Useful legal provisions:-

1- Chief Minister's discretionary fund rules 1999 as amended and read with rules 2006.

2- Chief Minister's distress relief fund of order/rules date of 30-10-1968 and Kargil Shaheed Parivar Mukhya Mantri Sahayata Kosh UP of order/rules date of 23-06-1999.

3- Right to information Act-2005

4- Uttar Pradesh Secretariat manual/rules and Accounts rules.

5- Other order and rules issued and effective from time to time.

9- Budget and its utilization:-

1- The budget provisions in Chief Minister Discretionary Fund.

2- No budget is allotted in Chief Minister Distress Relief Fund.

10- Aids/welfare programs and details of beneficiaries supervision and monitoring for disposal of public grievances:-

As per the orders of Hon'ble Chief Minister, through the fund mentioned in the above mentioned paragraph, the benefit of financial assistance is provided to the affected persons/patients and their solution and compliance is ensured.
